Thomas McCaul and postcardThe fourth Conclave was held in tandem with the Jamestown Exhibition, which celebrated the 300th anniversary of the founding of the English colony at Jamestown. Phillips exploited the connection and advised conclave attendees to purchase discount railway tickets to Jamestown with a ten-day layover in Richmond. Thirty-two delegates took his advice, and twelve of the seventeen active chapters were represented.

Founder Thomas McCaul was the toastmaster for the first conclave held outside a chapter hall. The Jefferson Hotel was also home for the 9th, 13th and 22nd conclaves. To consolidate fraternity culture, a committee was named to collect SigEp songs and yells.
